Dear Friends and Neighbors,

Del Mar has been my home for 34 years and I feel grateful every day to live in this beautiful city by the sea. It has been my sanctuary, and I care deeply about protecting what makes it special.

Over the past two years I've been increasingly concerned that our Council has struggled to function effectively. Important decisions have stalled and Del Mar is now at a turning point. This election will decide if we follow the Community Plan that has guided us for more than 50 years, or choose costly ideas that could create excessive debt and weaken essential services.

As a Planning Commissioner, retired banker and former member of the city's Finance Committee, I believe strongly in careful planning and financial responsibility. Borrowing millions of dollars to speed up projects that are already being funded over time through tax revenue could put our city at serious financial risk, especially if the economy slows down. Residents may be left holding the bag and I want to make sure you are protected from that kind of financial burden.

It's time for a new perspective on Del Mar City Council and that is why I have decided to run for one of the two open council seats in November. I believe Del Mar deserves steady, thoughtful leadership focused on long-term community needs -- not personal agendas or a "get it done at any cost" attitude.

If elected:

I will help rebuild strong working relationships with regional partners like SANDAG, our regional transportation authority.
I will use my experience leading the city's Housing Element Task Force to help Del Mar meet state housing rules in practical, responsible ways.
I support moving the train off the bluffs without tunneling under homes or businesses.
I will protect our fast emergency response times by opposing any proposal to close Del Mar's Fire Station or reduce the local fire and paramedic coverage our residents depend on.
I will support wildfire and sea-level-rise safety without managed retreat.
And I will work to preserve Del Mar's special character for future generations.

My civic experience, business background, and decades of involvement in the community will enable me to be a strong advocate for you, our wonderful Del Mar Residents, when City Council is faced with emerging issues and challenges.

I believe City Council members should be good stewards of our land and put residents' interests first. I will be a leader that Del Mar deserves -- one who serves with honesty, ethics and integrity.

ABOUT JAS GREWAL

Jas Grewal brings more than 25 years of professional banking and business experience, along with more than three decades of community and nonprofit leadership in California. Her practical, solutions-oriented approach, financial expertise, and commitment to public service have made her a valued contributor to the many civic and nonprofit organizations she has served.

Professional Experience

Jas began her banking career with First Interstate Bank in San Francisco as an administrative assistant and steadily advanced through the organization, eventually becoming a branch manager in Marin County.

After moving to San Diego in 1992, she was promoted to Vice President, specializing in banking for high-net-worth individuals. In that role, she managed a broad range of clients’ personal, business, trust, and investment banking needs.

During her 23-year banking career, Jas also worked with Wells Fargo following its acquisition of First Interstate Bank and later served as Branch Manager and Vice President of California Bank & Trust in La Jolla.

After retiring from banking in 2002, Jas became an active partner in DynaMatrix, LLC, an investment and consulting firm.

Service to the City of Del Mar and Neighboring Communities

Jas began her service to the City of Del Mar in 2016 when she was appointed to the Finance Committee. She served for eight years, including throughout the COVID-19 pandemic, helping the City address important financial and long-term planning issues.

In 2020, Jas chaired the City of Del Mar’s Citizens Task Force for the Sixth Housing Element Cycle, working alongside the City Council on the state-mandated 2021–2029 Housing Element.

In 2022, she was appointed to fill an open seat on the Del Mar Planning Commission and then in June of 2023 was again appointed to a four-year term. She was also selected to represent the City of Del Mar on the Clean Energy Alliance Advisory Committee for 2026.

Committed to both family and community, from 2009 to 2022 Jas was responsible for the care of her aging parents in Toronto, but flew back each month to Del Mar to handle her city commitments.

Jas’s civic involvement began earlier in La Jolla, when she was appointed to fill the Town Council vacancy created by the departure of now-Congressman Scott Peters. She went on to complete two terms as a Trustee of the La Jolla Town Council.

Jas is a long-time supporter of the Del Mar Foundation and Del Mar Community Connections as both an annual contributor and Legacy member. In 2025, she co-chaired a community celebration to recognize all city staff and the Del Mar City Manager for their outstanding contributions to our wonderful town. She also serves as a director on two homeowners association boards in Oceanside.

Community and Nonprofit Leadership

Jas has more than 30 years of experience working with nonprofit and community organizations, holding numerous leadership positions focused on education, the arts, entrepreneurship, women and youth, and cultural understanding.

San Diego Museum of Art
For 25 years, Jas has been involved with the San Diego Museum of Art. She served as a Trustee for six years and participated on the Executive, Finance, Investment, By-Laws, and Development Committees. She co-founded the Committee for the Arts of the Indian Subcontinent and chaired it for nearly 16 years, helping raise more than $300,000 for Museum projects. She remains involved as an advocate for the Museum’s renowned Edwin Binney 3rd Collection of miniature paintings from the Indian Subcontinent.

TiE San Diego
Jas was a member of the founding team of the TiE San Diego chapter and served on its board for six years, contributing to the organization’s efforts to foster entrepreneurship throughout the region. She was instrumental in bringing the TiE Young Entrepreneurs (TYE) program to San Diego more than 16 years ago. The program introduces high school students to entrepreneurship and culminates in a competition in which student teams develop and present startup ventures. TiE San Diego celebrated its 25th anniversary in 2025.

Washington University in St. Louis
Jas served on the regional cabinet and chaired two San Diego regional capital campaigns for Washington University in St. Louis. She and her spouse also endowed the university’s Global Impact Award, which provides annual funding to entrepreneurial, for-profit, sustainable ventures created by Washington University students or graduates that seek innovative solutions to significant real-world problems.

Soroptimist International
Jas spent 20 years as a member of Soroptimist International through its La Jolla and Toronto chapters, supporting programs designed to improve the lives of women and girls. She served the local chapter in several leadership roles, including President, Treasurer, and Fundraising Chair.

Sikh Foundation San Diego
Jas was a founding Trustee of the Sikh Foundation San Diego, served on its board for several years, and drafted the organization’s bylaws. Following the September 11 attacks, she worked with the San Diego Police Department to promote greater cultural awareness and sensitivity through training for personnel interacting with the public.

Youth and Community Service
Jas has also taught Junior Achievement programs in San Diego schools and served on the board of WYSE — Women and Youth Supporting Each Other — in Los Angeles.

Earlier in her career, she spent four years as an active board member of Bread & Roses in the San Francisco Bay Area. Founded by Mimi Fariña, the organization brings live music and entertainment to people who are isolated in hospitals, senior communities, rehabilitation facilities, and other institutional settings.

Throughout her professional and civic life, Jas has combined financial discipline, practical problem-solving, and a deep commitment to community service. Her experience in banking, business, city government, nonprofit leadership, and philanthropy gives her a broad perspective on how organizations can make sound decisions and deliver meaningful results.

Education

Jas earned a Master’s degree in Banking & Finance from Golden Gate University in San Francisco in 1989 and a Bachelor of Science degree from the University of Toronto in 1979.
